(EMAILWIRE.COM, March 22, 2013 ) El Paso, TX -- Despite some objections from residents and a village trustee, the Mundelein's village board has voted to adopt approval of a new agreement for waste collection that will charge each household $8.25 per month for a combination of services for garbage and recycling.
With the new ordinance, Groot Inc. will be exclusive collectors of trash and recycling for Mundelein up to 2017. The agreement is adding on to the village's contract with Groot for all garbage collection, which runs up until 2014. It will also adopt a recycling program for multi-family units.
The board has stated that the move runs congruent with plans that were implemented in 2008 by the Solid Waste Agency of Lake County. The goal of increasing the country's recycling rate to 60% by 2020 is still the set mark. According to the agency, since 2010, 38% of the country's waste was recycled, and is a number that must be improved.
The 60% initiative was taken on by Mundelein at the start of 2012, according to the board. One of the most important ways to find success in achieving the goal is expanding the recycling programs for properties that house multiple families, according to SWALCO.
Trustee Ed Sullivan stated that while the agreement cannot be described as 100% perfect, it is a step in the right direction and is moving the village forward.
"I believe it is [a good ordinance]," he said. "The main purpose of this ordinance is to increase substantially the amount of recycling material from multi-family establishments and apartment complexes in the village. I think this is going to be effective in that regard."
The board voted by a 4-1 margin to adopt the ordinance. Trustee Terri Voss was absent from the meeting. The lone dissenting vote was by Trustee Robin Meier.
Meier stated she agreed implementation of proper expanded recycling programs is good, but was concerned about extending the residential portion of the contract without trying to work for a better rate for those single-family homes fitted with the bill.
"During that [negotiation] process, there was no negotiation to even look at those residential rates," Meier said. "By doing this, we're locking the next price for the next three years for the residents."
