State Legislature to Review Poker Bill in 2013 reports No Deposit Poker King

(EMAILWIRE.COM, January 09, 2013 ) San Francisco, CA -- The Texas legislature will have a bill to consider in 2013 that deals with poker. A measure is coming down the pipeline titles the “Texas Poker Gaming Act of 2013”. Introduced in December of 2012, the new bill is sponsored by State Senator Eddie Rodriguez, and seeks to regulate the brick-and-mortar poker gaming, while banning different forms of poker, include those found on the internet.

Electronic poker tables, which have been supported by Texas in the past, died in committee, and also will also be banned under the Rodriguez bill.

The Rodriguez measure will define a poker division of Texas Lottery Commission, though the bill also defines poker as a game of skill.

The bill will offer licenses to those who apply for existing pari-mutuel facilitates, bingo halls, and tribal concerns. The participating tribes and pari-mutuels will be able to offer poker 24/7, while bingo halls will be given limited operating hours.

The measure would favor cash-games, with no limits on buy-ins and a 10% rake capped at $4. The measure also include tournaments that could be held with a $100 buy-in.

Provisions that establish bad-beat and promotional jackpots are included as well.

The operators of such work would be taxed at a maximum of 18% of the gross revenues under the bill. A portion of the tax proceeds targeting to go to Texas Department of Housing and Community Affairs, as well as aid homeless and low-income residents within the state.

The wide-scope goals appear to be to corral the widespread facet of illicit poker games that occur across the state. None of the illicit gambling revenue is taxed, and thus the state is missing out on a large flow of cash it could otherwise be enjoying.

The poker bill will get its first round of consideration once the Texas legislature reconvenes in January. Despite the popularity of poker, the state has remained conservative bastion when it comes to gambling capability.
