China to Set Internet Speed Metrics as First Step in Reducing Slow Speeds reports Exede Internet

(EMAILWIRE.COM, November 01, 2012 ) San Francisco, CA- The Chinese government is taking a stand against slow internet speeds. The Ministry of Industry and Information Technology (MIIT) is looking into setting a standard for testing internet speeds so that it can better police service providers and ensure speeds being advertised and paid for are received by Chinese consumers.

Zhang Feng, spokesman for MIIT, announced at a recent press conference that, “we have found that some unqualified network operators exaggerated the speed of their services, while offering low prices to entice users.”

The Data Center of China noted that over half of the 150 million tracked internet users have complained of receiving internet speeds much slower than advertised by their providers, according to a report released last November. Many 2012 Chinese news reports have covered deceptive advertising practices by unscrupulous internet service provides.

The center said that a staggering 91% of users who are paying for 4Mb per-second are receiving just a fraction of that, many receive less than 400 Kb per-second.

A variety of softwares have been considered as the metric for measuring internet speeds and chief executive of the telecommunications portal CCTime.com told Global Times that a set-standard is desperately needed. There are many reasons speeds can be slower-than-expected and an agreed-upon metric is the first step to separating good reasons from deceptive practices.

Xiang had this to say, “The official standard should include the number of users the network can cover in one community, for instance. Testing broadband speed is still a technological challenge facing most countries, and no one has created a unified standard so far.”

More than 500 million Chinese citizens use the internet regular, according to MIIT.
